This is based on per capita per-day basis of the relative poverty line for Georgia. 

21% of Georgia’s population was on or below the relative poverty line in 2009. Poverty risk groups include subsistence agriculture farmers, unemployed, self-employed and children. The government uses a means tested programme to distribute subsistence benefits, which is GEL 30 (EUR 12.90) for single person families. 9.3% of people surveyed by UNICEF in 2009 had no access to a water supply.

The National Statistics Office of Georgia uses a relative poverty threshold at 60% of median consumption, though other local and international organizations like the World Bank and UNICEF are tracking and pushing for absolute poverty lines.
