8.7% of the households in Netherlands were living in poverty in 2011. Poverty is more prevalent amongst single parent families, single people under the age of 65 and immigrants. The country has the fifth lowest income inequality level in Europe, and the income gap in the Netherlands has been rather stable since 2001.
Statistics Netherlands’ (CBS) low income threshold was launched in the 1990s, and is derived from the social assistance benefit amount for a single person in 1979, when the purchasing power of this benefit was at its highest. The low-income threshold is adjusted only for price changes, and thus can be compared over time. Netherlands also tracks the modest but adequate definition using the budget approach (by the Netherlands Institute for Social Research, or SCP) and EU’s relative income measure. Poverty statistics are gathered using data from the Income Panel Survey.
